Requests for Qualifications
for Building Commissioning Services

The City of Airway Heights is requesting qualifications for Building Commissioning Services of the Recreation Complex. All firms proposing must submit one (1) electronic copy (Adobe Acrobat format) of qualifications divided into the sections below and containing the following information: 

a. General Information (5pts.): General firm information and history.

b. Project Experience (25 pts.): Firms with over 5 years of building commission experience are preferred. Demonstrate the knowledge of the firm, personnel and local experience of providing commissioning services for relevant projects or facilities. Include in project descriptions information such as (but not limited to): Project description, scope ($) and size (SF).Provide a minimum of three projects, with references that include client name, address, email address and phone number.

c. Special Experience (10 pts.): Include in the project description any unique planning, design and/or construction issues that occurred on past projects and how your firm interacted with the design and construction management firms to resolve on-site design/construction issues.

d. Resumes (50 pts.): Include resumes of the prime personnel in the firm that would participate in this project and their availability. Firms with at least one licensed professional engineer on staff are preferred. Include a copy of licenses or certificates for applicable personnel who will be dedicated to this project. Include the resume of the project manager or principal of the firm. For the project manager, include at least three relevant projects with client reference information to include name, address, phone number and email address and a description of the services provided by this person.

e. Insurance Information (5 pts.): Include insurance certificate(s) of firm (Professional& General Liability).The selected proposer will need to list the City as an additional insured on their general liability certificate.

f. Location/proximity to project (5 pts.): Provide narrative on how and where your firm will provide services for the project. Firms within a fifty (50) mile radius of the project may receive up to 5points.

 

Firms will limit their statements of qualifications to 10 pages. Include a cover letter of interest signed by a principal in the firm who is empowered to commit the firm’s resources to the Airway Heights Recreation Complex. The cover letter, tabs/dividers and certifications/licenses will not be included in the page count.

on or before 4:00 p.m.,Monday,November27,2017. Faxed statement of qualification swill not be accepted. Proposals failing to comply with the requirements of this Request for Qualifications may be considered non-responsive. Submittals received late will be returned unopened and considered rejected. All qualifications shall remain the property of the City of Airway Heights and shall not be returned.

3. QUALIFICATION PREPARATION, PROPOSAL SCHEDULE:

Last Addendum:                                November 24, 2017

Qualifications Due:                             4:00 pm, November 30, 2017

Notice of Selection:                            December 4, 2017

Recommended Firm fee proposal due: 12:00 pm, December 8, 2017

Tentative NTP:                                   December 11, 2017

Fee proposals are not a requirement of the Statement of Qualification submittal and will not be a criterion for firm selection. The selected firm will be asked to provide a fee proposal by the date/time indicated above.
