Per the adopted building code, in an emergency situation, equipment replacement and/or repairs may be performed without first obtaining a permit.  However, the owner or authroized agent must apply for the appropriate permit within the next business day.  Failure to do so will cause the building official to take punitive action(s) as detailed in the question regarding starting work without a permit.
